[U-Boot] [ANN] SPI Custodian

Hey all,

I'm pleased to announce that Jagan Teki will be taking on the role of
SPI custodian.  There's some interesting things happening over in this
area and he's already been involved.  I'm confident this will help in
getting the backlog of SPI-related changes reviewed and new features
better supported.
