[U-Boot] [ANN] U-Boot v2018.01-rc3 released

Hey all,

It's late in the day, but it's still release day and I've put
v2018.01-rc3 out.  There's a few more fixes that are going to come in,
but as things stand, release is looking to be on track for January 8th.
